In 2022, the landscape for medical weed in Washington, D.C. changed dramatically with the passing of the Medical Cannabis Amendment Act. This pivotal legislation opened the market to Initiative 71 (I-71) "gifting" stores, including Green Theory. Seizing this opportunity, we joined other medical dispensaries in the city, ready to make a significant impact.

Our journey began with a small but dedicated team. Co-founders Jonathan Crandall and Ian Tsang started Green Theory with a shared vision and a passion for the educated use of cannabis. Over time, our team has grown, united by a common goal: to help people heal through cannabis.

Navigating the Evolving Cannabis Market in Washington, D.C.

The cannabis market in Washington, D.C. has undergone significant transformations over the past decade, none more impactful than those that have enabled the opening of our store. A major milestone was reached on March 22, 2023, when the Medical Cannabis Amendment Act of 2022 (MCAA) officially became law. Signed by Mayor Muriel Bowser in January 2023, this Act represents a comprehensive overhaul of D.C.'s medical cannabis program.

The MCAA is designed to serve nearly 29,000 unique D.C. resident patients and thousands of non-resident patients. One of its most notable provisions, introduced in July 2022, allows residents to self-certify their need for a medical card, eliminating the need for a doctor's recommendation. This privilege was extended to non-residents through a temporary measure signed by Bowser in October.

By December 2022, a significant bill was approved that aimed to remove the existing cap on the number of medical dispensaries in the city. This legislation provides a clear pathway for I-71 businesses to transition to medical dispensaries while ensuring compliance and cracking down on non-compliant operations. Additionally, it made the temporary self-certification for medical marijuana cards a permanent feature of the program.
